Tamil Speaking volunteers and programmers to serve in projects that are addressing problems of tsunami victims!

Viluthu, Centre for Human Resource Development, Sri Lanka, is looking for Tamil speaking volunteers and programmers to serve in projects that are being implemented for communities displaced by the Tsunami.

Viluthu is a non government organization primarily working in the North-East with the mandate to build human and institutional capacities. We established ourselves in march 2003 and are registered as a non profit company. Our Board consists of the following persons:

In the post Tsunami process, Viluthu is supporting the local NGOs and Community
Based Groups through training in Critical Incident Stress management. We are also involved in building skills of teachers to deal with children affected by Tsunami through the integration of theatre related play activities. In addition to these projects we are also facilitating a program to empower women victims so that they are able to lobby service providers and policy makers for a just delivery of aid and appropriate assistance that puts people back on their feet.

We also hope to build capacities of the local sectors to implement Local Agenda 21 in the reconstruction processes.

Viluthu is looking for dynamic and creative activists (Tamil speaking of course) to work with us for a limited period of time. The applicant should ideally possess a degree in social Sciences or development studies. His or her interests in the field of Media, Gender Issues or Social Movements would be considered an advantage. The focus of the work will largely be lobbying and advocacy , which is essentially - Documentation, Coordination of coalition meetings, dissemination of information, linking resource persons to communities and media work.

யார் யார் தத்தெடுக்க முடியும்?

21 வயதுக்கு மேற்பட்ட, புத்தி சுவாதீனமுள்ள எந்த ஆணும் தத்தெடுக்கலாம். அவர் திருமணமானவராக இருந்தால் மனைவியின் சம்மதத்துடன்தான் தத்தெடுக்க முடியும்.

21 வயதுக்கு மேற்பட்ட, மணமாகாத, மணவிலக்குப் பெற்ற, கணவரை இழந்த, புத்தி சுவாதீனம் உள்ள எந்தப் பெண்ணும் தத்தெடுக்கலாம்.

தத்தெடுக்க எங்கு எவ்வளவு பணம் கொடுக்க வேண்டும்?

யாருக்கும் பணம் கொடுக்க வேண்டியதில்லை, தத்தெடுக்க உதவும் நிறுவனம் குழந்தையைப் பராமரித்து வந்திருந்தால் அந்தப் பராமரிப்புச் செலவை, அந்த நிறுவனத்திடம் கொடுக்கலாம். இது எவ்வளவு என்பதை நீதி மன்றங்கள் ஏற்கனவே தீர்மானித்துள்ளன

எவ்வளவு காலம் ஆகும்?

தத்தெடுப்பது தொடர்பான சட்ட ரீதியான நடவடிக்கைகளை செய்து முடிக்க குறைந்தது 3 மாத காலம் ஆகும்

அந்த நடவடிக்கைகள் என்னென்ன?

சட்டத்தின் பார்வையில் தத்தெடுத்தல் இரண்டு வகை:

1.இந்தியப் பெற்றோர்கள், அயல் நாட்டில் வசிக்கும் இந்தியர்கள், இந்தியக் குழந்தைகளைத் தத்து எடுத்துக் கொள்வது. இது In- Country Adoption எனப்படும்.

2.இந்தியர்கள் அல்லாதவர்கள் இந்தியக் குழந்தைகளைத் தத்தெடுத்துக் கொள்வது. இதற்கு Inter Country adoption
தத்தெடுத்துக் கொள்ள கீழ்க்கண்ட நடமுறைகளைப் பின்பற்ற வேண்டும்:

வெளிநாட்டு பிரஜைகள் தத்தெடுக்க (Inter Country adoption):

1. உங்கள் நாட்டில் உள்ள, இந்திய அரசால் அங்கீகரிக்கப்பட்ட, குழந்தை நல முகமை (Child Welfare Agency - CWA)யிடம் விண்ணப்பிக்க வேண்டும்.

2. உங்கள் விண்ணப்பம் கிடைத்ததும் CWA உங்கள் குடும்பத்தைப் பற்றிய சில விவரங்களைக் கோரும். ஒரு சமூக நல ஊழியர் உங்கள் வீட்டிற்கு வந்து உங்கள் குடும்ப உறுப்பினர்களை சந்தித்துப் பேசுவார். நீங்கள் தத்தெடுத்துக் கொள்ளும் குழந்தைக்குத் தேவைப்படும் உணர்வு பூர்வமான ஆதரவு, பொருளாதர பாதுகாப்பு இவற்றை உங்கள் குடுமபம் அளிக்க முடியமா என்பதை நேரிடையாக அறிந்து கொள்ள இந்த ஏற்பாடு. உங்கள் குடுமபத்தினரை சந்தித்த பின், சமூக நல ஊழியர் தனக்குக் கிடைத்த தகவல்களின் அடிப்படையில் ஒரு அறிக்கை அளிப்பார். இந்த அறிக்கைக்கு Home study Report (HSR) என்று பெயர். உங்கள் குடுமபப் பின்னணி, குடும்ப உறுப்பினர்களிடையே உள்ள உறவு நிலை, தம்பதிகளின் பணி விவரங்கள், உடல் ஆரோக்கியம், பொருளாதாரப் பின் புலம், இந்தியக் குழந்தையை ஏன் தத்தெடுத்துக் கொள்ள விரும்புகிறீர்கள் என்பது போன்ற தகவல்கள் அந்த அறிக்கையில் இடம் பெறும்.

3.இந்த அறிக்கையும், உங்கள் விண்ணப்பமும், உங்கள் நாட்டில் உள்ள, இந்திய அரசால் அங்கீகரிக்கப்பட்ட தத்தெடுக்க உதவும் இந்திய நிறுவனம் (Indian Placement Agency) ஒன்றிற்கு அனுப்பி வைக்கப்படும். அந்த நிறுவனம் அறிக்கையைப் பரிசீலித்து, உங்களுக்கு ஏற்ற குழந்தை ஒன்றைத் தேர்ந்தெடுக்கும்.

4.அப்படித் தேர்ந்தெடுக்கப்பட்ட குழந்தையின் புகைப்படம், மருத்துவ அறிக்கை ஆகியவை உங்கள் நாட்டில் உள்ள, நீங்கள் முதலில் விண்ணப்பித்த CWAக்கு அனுப்பி வைக்கப்படும்.

5.அவர்கள் உங்களை அழைத்துக் குழந்தையின் புகைப்படம், மருத்துவ அறிக்கை இவற்றைக் காண்பிப்பார்கள். நீங்கள் சம்மதம் தெரிவித்தால் தத்தெடுக்க உதவும் இந்திய நிறுவனம், இந்திய அரசின் அனுமதி பெற்று, உரிய நீதிமன்றத்தில் குழந்தையின் பாதுகாவலராக (guardian) உங்களை நியமிப்பதற்கான பணிகளைத் துவக்கும். நீதி மன்றங்கள் ஒரு குறிப்பிட்ட காலத்திற்குள் நியமனங்களை அளிக்க வேண்டும்.

6. நீதிமன்ற ஆணை கிடைத்ததும், தத்தெடுக்க உதவும் நிறுவனம், குழந்தைக்கான பாஸ்போர்ட், விசா இவற்றிற்கு ஏற்பாடு செய்யும். அவை கிடைத்ததும் குழந்தையை நீங்கள்வந்து கூட்டிச் செல்லலாம். அல்லது தகுந்த துணையுடன் குழந்தை உங்களிடம் அனுப்பி வைக்கப்படும்.

7.பாதுகாவலர் என்ற முறையில்தான் குழந்தை உங்களிடம் ஒப்படைக்கப்படுகிறது. அது உங்கள் நாட்டிற்கு வந்த பின், உங்கள் நாட்டுச் சட்டங்கள்படி நீங்கள் அதை தத்தெடுத்துக் கொள்ளலாம்.
தத்தெடுக்க உதவும் நிறுவனத்திற்கு நீங்கள் பணம் எதுவும் செலுத்த வேண்டாம். உங்களிடம் அனுப்பும் முன் குழந்தை அவர்களது பராமரிப்பில் இருந்திருந்தால் அதற்கான பராமரிப்புச் செலவை அவர்களுக்கு நீங்கள் அளித்தால் போதுமானது.

இந்தியப் பிரஜைகள் தத்தெடுக்க (in country adoption)

1.நீங்கள் தன்னார்வ ஒருங்கிணைப்பு நிறுவனத்திடம் விண்ணப்பிக்க வேண்டும். தன்னார்வ ஒருங்கிணைப்பு நிறுவனத்தின் முகவரி:

2. உங்கள் விண்ணப்பம் கிடைத்ததும் இந்த நிறுவனம், தங்கள் நிறுவனத்தில் பணி புரியம் ஒரு சமூக நல ஊழியரை உங்கள் இல்லத்திற்கு அனுப்பி வைக்கும். அவர் உங்கள் குடும்ப உறுப்பினர்களை சந்தித்துப் பேசுவார். நீங்கள் தத்தெடுத்துக் கொள்ளும் குழந்தைக்குத் தேவைப்படும் உணர்வு பூர்வமான ஆதரவு, பொருளாதர பாதுகாப்பு இவற்றை உங்கள் குடுமபம் அளிக்க முடியமா என்பதை நேரிடையாக அறிந்து கொள்ள இந்த ஏற்பாடு. நீங்கள் எந்தமாதிரியான குழந்தையைத் தத்தெடுத்துக் கொள்ள விரும்பிகிறீர்கள், ஆணா, பெண்ணா என்பதையும் உங்களிடம் கேட்டுத் தெரிந்து கொள்வார். உங்கள் குடுமபத்தினரை சந்தித்த பின், சமூக நல ஊழியர் தனக்குக் கிடைத்த தகவல்களின் அடிப்படையில் ஒரு அறிக்கை (Home study Report (HSR) அளிப்பார்.

3.அந்த அறிக்கை, உங்கள் விருப்பம் இவற்றின் அடிப்படையில், ஒரு குழந்தையை அந்த நிறுவனம் தேர்ந்தெடுக்கும். குழந்தையின் புகைப்படம், மற்ற தகவல்கள் உங்களுக்கு அனுப்பப்படும். நீங்கள் குழந்தையை தத்தெடுக்க விருப்பம் தெரிவித்தால் அந்த நிறுவனத்திற்கு வந்து குழந்தையை நேரில் பார்க்க அழைக்கப்படுவீர்கள்.

4. நீங்கள் குழந்தையை நேரில் பார்த்த பின்னர் சம்மதம் தெரிவித்தால், குழந்தையை உங்களிடம் தத்துக் கொடுப்பதற்குரிய சட்ட ரீதியான நடவடிக்கைகளை உரிய நீதி மன்றத்தில் நிறுவனம் மேற்கொள்ளும்.
